What We Do

In South Africa, One Child One Family HHCSA is ideally positioned to act as a knowledge partner to the Gauteng Department of Social Development. With the objective to achieve National Commitment to Care Reform by 2024 -2026, we commenced work in Care Reform in South Africa in August 2015, with the national assessment of children living in institutional care through ‘Children Count – A snapshot of Institutional Care’.  This in-depth assessment covered all 9 provinces of South Africa, with a dataset of 3145 children.   

In July 2016, we entered the first MOU with the Gauteng Department of Social Development, for the implementation of the demonstration pilot project ‘One Child One Family’, where we worked with three institutions to demonstrate that care reform is possible, sustainable, and safe.  Based on the success of the pilot demonstration project, we hosted a joint national OCOF HHCSA – Gauteng Department of Social Development Deinstitutionalisation (Care Reform) Summit in November 2019 where the dissemination and publication of the findings and outcomes of the pilot demonstration project were presented.   

In January 2020, we signed the second MOU with the Gauteng Department of Social Development with a possible 1-year extension to finalise, in which we are positioned as the knowledge partner (technical support, monitoring, management) of the Care Reform process in Gauteng Province. This phase of the work in Care Reform is ‘One Child One Family II:  Scaling Up South Africa’.  We are also working in 5 additional provinces of South Africa to catalyze conditions for change.   

Together with the Gauteng Department of Social Development, OCOF HHC SA has been able to develop the 3 critical pathways for Care Reform in South Africa namely: 

  1. The Moratorium for 0-3 years 
  2. The Reduction of long stays Programme
  3. The Independent Living Programme
  4. AFS-KHUSELA Community-based Prevention Model (It is a flagship model that we developed which has garnered national, regional and global interest.)
